Landlord notes
Renting out a home in Leesburg.
Local rules and services owners ask us about, from official city and county sources.
Rental license
Leesburg has no rental registration, and the city repealed its business tax receipt effective October 1, 2020.
City utilities
The City of Leesburg provides electric, gas, water, sewer, trash and stormwater. Tenants open service with photo ID and a lease. Residential deposits are $200 electric, $50 gas and $50 water, waived after 12 months of autopay.
Between tenants
The city offers landlords a master rental deposit so utilities can stay on between tenants (City Code §22-181), and a prior tenant's unpaid bill can't be used to refuse service to the owner or the next tenant (§22-230).
Look up the electric, water and trash provider for any address with our utility lookup. Florida's landlord-tenant law (Chapter 83, Florida Statutes) applies everywhere in the state. Local rules change; we confirm them for each property we take on. Sources checked October 2026.
